We are currently seeking a part-time Programmer to work onsite with the National Institutes of Health in Rockville, MD .

TASKS. The contractor shall:

  • Provide support and technical expertise to Knowledge Management and Special Projects Branch, with a focus on Data Management and NCI coding and reporting activities, including quality assurance and database analysis/design.

  • Work with staff on data retrieval from various data sources, including NCI DataMart reporting database (part of the NCI’s IMPACII Extension (I2E system), NIH Official Database (IMPACII), and data stored in IRDB and the DataMart.

  • Perform SQL queries to NCI’s I2E Oracle database and the NIH IMPACII Reporting Database (PowerView Table in IRDB or DataMart).

  • Provide technical expertise for tasks related to data transfers from various sources (FTP).

  • Evaluate data quality (accuracy and completeness) associated with the SMART comparison tool/application.

  • Develop Standard Operating Procedures (SOPs) to detail all steps and activities carried out by KMSP for all aspects of the NCI Funded Research Portfolio (NFRP) data management.

  • Provide support and technical expertise to Knowledge Management and Special Projects Branch, about systems that contain financial and scientific data.

REQUIREMENTS. The contractor must have:

  • Bachelor’s degree in Computer Science or a related discipline. Four (4) years of specialized experience plus a high school diploma is equivalent to a Bachelor’s degree.

  • Minimum of eleven (11) years of experience in computer programming.

  • Experience with Windows XP and Microsoft Office Suite (MS Word, Excel, Outlook).

  • Expertise in Database Management.

  • Ability to analyze and summarize information within large datasets.

  • Knowledge/understanding of information retrieval technology and relational database design.

  • Strong communications skills, both oral and written.

  • Excellent analytical, organizational and time management skills.
