We are currently seeking a Management Analyst to work onsite with the National Institutes of Health in Rockville, MD .

TASKS. The contractor shall:

  • Support and participate in meetings related to program support and implementation of OALM-wide initiatives and programs.

  • Work with staff on the development of strategic planning and office goals and objectives based on NIH administrative strategic goals and objectives.

  • Work with staff on the selection and application of appropriate problem-solving methods techniques and solutions; provide advice on work methods, practices and procedures.

  • Articulate and communicate each assignment, project, problem to be solved, actionable events, milestones, and/or program issue under review, and deadlines and time frames for completion.

  • Monitor and report on work status and progress to ensure that APRO leadership’s instructions, priorities, methods, deadlines and work quality expectations have been met.

  • Monitor activities identified for special interest and keep APRO leadership informed of developments through conferences and briefing papers.

  • Maintain program and administrative reference materials, project files and relevant background documents; make available policies, procedures and written instructions; maintain current knowledge to answer questions from staff on procedures, policies, directives, etc.

  • Prepare reports and maintain records of work accomplishments and administrative information; coordinate the preparation, presentation and communication of work-related information to APRO leadership.

  • Identify new or untapped requirements of the program; analyze and monitor these requirements and translate them into simple actionable plans.

  • Identify trendsetter ideas by researching industry standards and publications, incorporating these ideas into best practices for the program.

  • Develop and update Standard Operating Procedures (SOPs) for OALM functions.

  • Analyze and evaluate on a quantitative/qualitative basis the effectiveness of the program operations in meeting established goals and objectives; develop new and improved methods based on analysis.

  • Evaluate and advise on organization structure, methods, and procedures.

  • Analyze information, reports, policies, regulations, etc. and provide expert interpretations to staff and management.

  • Study work methods, administrative guidelines, procedures and policies to make recommendations to improve the efficiency and effectiveness of administrative operations.

  • Participate in planning sessions and contribute innovative ways and means of carrying out assigned projects, new projects.

  • Design and conduct comprehensive management studies; develop the actual limits of the project as the study proceeds.

  • Provide research, guidance and input, including preparation of materials for activities that enhance data collection and reporting activities within OALM.

  • Review and update guidance to ensure that it is updated and brought in line with current regulations and policies and corresponds with the current NIH acquisition organizational structure.

  • Analyze, interpret, develop and implement strategies related to the administrative processes and policies.

  • Analyze current administrative practices and processes to develop, recommend, and implement automated business process tools to achieve digital transformation or to increase service quality and delivery to OALM customers.

REQUIREMENTS. The contractor must have:

  • Master’s degree in a related discipline; two (2) years of specialized experience plus a Bachelor’s degree is equivalent to a Master’s degree.

  • Minimum of four (4) years of related experience.

  • Strong communication skills, both oral and written.

  • Excellent analytical, organizational and time management skills.
